Tobacco Free Hawai‘i announces legislative agenda

Tobacco-Free Hawai‘i is tracking 25 bills in this session of the Legislature, including five measures that would again allow smoking in restaurants, bars, night clubs and airports. Click here for more information.

The coalition is supporting these measures:

  • HB2025, which relates to the sale of flavored tobacco products.
  • SB2105, which relates to the sale of flavored tobacco products.
  • HB2059, SB2128, SB2134 and SB2717, which relate to the sale of Reduced Ignition Propensity, or “fire safe” cigarettes.
  • HB2916, which prohibits smoking in state correctional facilities.
  • HB3052,  which removes the sunset on retail tobacco permits issued by the Department of Taxation.

The coalition is working to defeat these bills:

  • HB 3318, which would allow smoking in the outdoor areas of restaurants.  Introduced by Colleen Meyer.
  • HB 3319, which would allow smoking in bars, nightclubs, restaurants and adult entertainment venues with payment of the appropriate licensing fee.  Introduced by Colleen Meyer,Tom Brower, and Rida Cabanilla.
  • HB 3320, which would allow smoking in airports up to passenger terminal gates.  Introduced by Colleen Meyer and Tom Brower.
  • SB2478, the companion bill to HB 3318, introduced by Sam Slom.
  • SB2792, the companion bill to HB3319, introduced by Sam Slom.

The coalition is not supporting three bills that address youth possession because similar laws in other states have shown that criminalizing youth tobacco possession has no impact in reducing youth smoking. These are:

  • HB2615, which prohibits possession of tobacco products by any person under 18.
  • SB2489, which prohibits possession of tobacco products by any person under 18.
  • SB2859, which prohibits use of tobacco products by minors.
